Situation

Puerto Rico is faced with a $72 billion debt. In 2015, Navigators was retained by the Puerto Rico Fiscal Stability Coalition to reframe the perception of H.R. 870 – the Puerto Rico Chapter 9 Uniformity Act of 2015 – and gain conservative support for the bill.

Strategy

When Congressman Pierluisi first introduced H.R. 870 on the House floor, conservatives attacked the bill as a bailout for Puerto Rico. To reframe conservative perception of the bill and bolster federal lobbying, Navigators implemented a bi-lingual multimedia campaign that included Spanish and English versions of a clean, informational website, whiteboard videos, print ads, earned media, and a microtargeted digital media campaign designed to influence key lawmakers’ and thought leaders’ perception of the issue.

Outcome

Navigators has successfully re-framed the discussion surrounding the Puerto Rico Chapter 9 Uniformity Act of 2015 and garnered conservative support for the bill by positioning it as the free market solution to Puerto Rico’s debt crisis.
